Carved wood seal with cast iron motorized spinning ball, amazing Folk Art, carnival art, sculpture, most likely made for entrance of aquatic exhibit of some sort, circus, carnival, fair. All hand-carved wood, very stylized. Art Deco. Retains original painted cast iron ball which is attached to rod through seal to a motor, ball spins slowly. In perfect working order.
